Retirement Should Be Celebrated as “Felicitation Day”

Let Us Honour the Years of Service with Dignity
Retirement is not the end of a career. It is the beginning of a new chapter, earned after decades of dedication, discipline, and service to the organization and the nation.
Therefore, one should be congratulated on the day of retirement, and the retirement day should be celebrated as “Felicitation Day” — a day to recognize contribution, not just to bid goodbye.

- WHY RETIREMENT MUST BE TREATED AS “FELICITATION DAY”
a. Recognition of Lifelong Service
An employee works for 30-38 years. He gives his youth, health, and prime time to the department. The last working day is therefore not an ordinary day. It is the day he hands over responsibility after completing his duty. Organizational justice literature holds that public recognition of tenure enhances perceived organizational support and employee dignity.
b. Time to Reap the Fruits of Labour
“One had worked hard, now it’s time to enjoy the fruits of his labour.”
Retirement is the reward for years of punctuality, targets met, and sacrifices made. Psychological studies on role transition show that ceremonial closure provides emotional adjustment and reduces role-exit stress. Celebrating it gives emotional closure and a sense of pride that the system values the person, not just the post.
c. Boosts Morale of Serving Employees
When juniors see their seniors being honoured with respect, it creates motivation. Social learning theory suggests that observable rewards for tenure increase organizational commitment among remaining staff. It builds loyalty and a positive work culture.
d. Dignified Transition
Retirement brings emotional and psychological change. A proper felicitation helps the retiring person transition into this new phase with dignity, confidence, and happy memories. Rituals at career exit are documented to improve post-retirement well-being.

- THE PRESENT GAP IN CGST, CE AND CUSTOMS DEPARTMENT
At present, in this department, the retirement farewell party has not been organized in a uniform manner.
Some Commissionerates do it through the Recreation Club. Some do small departmental tea gatherings. But there is no standard, no calendar, and often no formal recognition from the entire employees of the department. Particularly for Inspectors and Superintendents there is no formal retirement celebration party.
Because of this, many retiring colleagues leave without the honour they deserve. Their 3 decades of service end quietly.
This gap needs to be filled in line with the Government of India’s emphasis on employee welfare and morale.
- PROPOSAL: ASSOCIATION TO ORGANIZE “FELICITATION DAY”
Hence, our Association should organize one additional celebration properly, apart from the departmental or recreation club retirement parties.
This will ensure that every retiring member gets a common platform of honour, irrespective of unit or location.
A. JUSTIFICATION FOR ASSOCIATION-LED FELICITATION
- Uniformity & Equality: Department/Club functions vary from place to place. Association function will give equal respect to all members.
- Collective Gratitude: The Association represents the particular cadre. It is our collective duty to thank those who paved the way for us.
- Record & Legacy: Association can maintain a “Roll of Honour”, give mementos, and publish a citation. This becomes part of organizational history and institutional memory.
- Emotional Support: We can also use the platform to guide retirees about pension, medical, welfare schemes and help them transition smoothly. “Let us help you transition into this new chapter with dignity.”
- Strengthens Association: Such welfare activities increase faith of members in the Association and promote solidarity.

- PROPOSED PROCEDURE FOR ARRANGEMENT OF RETIREMENT PARTIES BY ASSOCIATION
To make it meaningful and regular, the following procedure is suggested:
A. IDENTIFICATION
- Quarterly List: Unit Secretaries to send names of members retiring in the next 3 months to the Central/State Association by the 1st week of each quarter.
- Circular: Association to issue a felicitation circular 1 month in advance.
B. FORMAT OF CELEBRATION
- Frequency: One combined “Felicitation Day” every quarter, or a function on the last working day if feasible.
- Venue: Department Auditorium or hall.
- Chief Guest: Head of Department, Retired senior officer, or Association President. Members of other cadres can be invited.
C. PROGRAMME OUTLINE
- Welcome & Lighting of Lamp
- Reading of Service Citation: 2-3 minutes about the retiree’s service, achievements, and qualities.
- Felicitation: Shawl, Memento, Citation, and a small gift from Association.
- Speeches: 2 minutes by retiree, 2 minutes by colleagues.
- Welfare Desk: A help desk for pension papers, CGHS, and post-retirement benefits.
- High Tea / Lunch
- Vote of Thanks & Group Photo
D. FINANCIAL ARRANGEMENT
- Association Welfare Fund: A fixed amount per retiree from Association funds.
- Voluntary Contribution: Members can contribute voluntarily.
Accounts to be maintained transparently and published.
E. RESPONSIBILITY
Unit/State Committee: Collect names, coordinate attendance, arrange local arrangements. Manage photography, coordination, and hospitality.

- CONCLUSION
Retirement is not “relief from duty”. It is “relief with honour”.
By celebrating the retirement day as “Felicitation Day”, we tell our retiring colleague: “Your service mattered. We remember it. We respect it.”
Let us not wait for the department or club to do it. Let our Association take the lead.
Let us organize it properly, with heart, and help every member retire with pride and dignity.
