Respected Madam,

Subject : Request for Removal of Ambiguity Regarding Coverage of Existing Pensioners under the 8th Central Pay Commission.

I, Lokanath Mishra, The Chief Adviser, The All India Pensioners Association of CBIC, a concerned citizen and a well-wisher of the Central Government and its employees/pensioners, most respectfully submit this representation seeking your kind intervention to remove the ambiguity regarding the coverage of existing pensioners under the 8th Central Pay Commission (8th CPC).

The Government of India recently informed Parliament that the 8th Central Pay Commission will make recommendations on pay, allowances, pension, etc., of Central Government employees.
However, the Terms of Reference (ToR) issued for the 8th CPC do not explicitly mention:
• whether pre-2026 (existing) pensioners are included within the scope of pension revision, and
• the date of effect from which pension revision for retirees would be implemented.

This absence of clarity has led to widespread concern and misunderstanding among lakhs of existing pensioners, family pensioners and senior citizens who depend on government pensions for their livelihood.

The following points are creating uncertainty:
1. The ToR does not specifically state “revision of pension for existing pensioners,” unlike earlier Pay Commissions where such coverage was explicitly included.
2. No specific date of implementation has been mentioned for pension revision.
3. Certain phrases in the ToR relating to “unfunded pension liabilities” have raised further apprehension among pensioners regarding future benefits.

Although official statements made in Parliament suggest that pensioners will be covered, the absence of explicit written mention in the ToR leaves room for interpretation.

Crores of families of pensioners and senior citizens look towards the Government with trust. A clear and unambiguous written assurance in the Terms of Reference or in an official notification would:
• prevent unnecessary confusion, speculation and misinformation,
• reassure existing pensioners and family pensioners,
• prevent exploitation of ambiguity by misinformed or malicious groups,
• uphold transparency and public confidence in the Government’s intentions.

I respectfully request Your Excellency to kindly consider advising the Government to:
1. Explicitly clarify in writing that all existing Central Government pensioners and family pensioners will be covered under the recommendations of the 8th CPC.
2. Amend or issue an addendum to the Terms of Reference, clearly mentioning:
• coverage of pre-2026 pensioners, and
• the date of effect for pension revision.
3. Issue directions, if deemed appropriate, to ensure that no senior citizen or pensioner is left in doubt regarding their rightful entitlement.

Such a clarification will bring immense relief to lakhs of pensioners and uphold the principles of fairness, transparency and good governance.

I place my humble request before Your Excellency with full faith in the constitutional role of the Hon’ble President as the guardian of the rights and welfare of the people.
