The Hon’ble President of India

Subject: Misleading reference to “Paripoorna Mediclaim Ayush Bima” in CGHS continuation reply – Request for immediate withdrawal – Reg.
Respected Madam,

Kindly refer to my representation dated 16.01.2026 and the reply issued vide File No. Z.16025/48/2026/CGHS-III dated 20.04.2026.
On behalf of lakhs of CGHS beneficiaries and Central Government pensioners, I place on record sincere appreciation for the clear assurance in Para 2 that CGHS will neither be discontinued nor replaced by any insurance model.
However, the inclusion of Para 3 referring to “Paripoorna Mediclaim Ayush Bima” is misplaced, misleading, and causing serious confusion on the ground.
This reference:
- Contradicts the spirit of Para 2 by indirectly introducing an insurance narrative alongside a firm assurance on CGHS continuity.
- Is being misused by insurance agents to pressure pensioners into purchasing policies under the impression of an impending shift.
- Dilutes the welfare character of CGHS, which is a Government-funded, cashless, comprehensive healthcare system—not a commercial insurance scheme.
- Is already creating operational issues, with beneficiaries and hospitals questioning CGHS validity and cashless entitlement.
Further, my earlier submission regarding Government-funded premium support for any such scheme remains unaddressed.

In view of the above, I most respectfully seek your urgent intervention to:
- Direct immediate withdrawal/corrigendum of Para 3 from the letter dated 20.04.2026, as it is irrelevant to the subject and is being widely misinterpreted.
- Issue clear directions that CGHS remains the sole, primary healthcare scheme for Central Government employees and pensioners, and that any insurance product has no linkage whatsoever with CGHS benefits.
- Ensure policy clarity and coordination between Ministries so that CGHS communications are not used—directly or indirectly—for promoting commercial insurance products.

Madam, CGHS is a lifeline for millions of pensioners. Any ambiguity weakens trust and invites exploitation. Immediate corrective action is essential to protect beneficiaries.
I request your kind and urgent consideration.
Yours faithfully,
Lokanath Mishra
