Subject : URGENT REPRESENTATION FOR LAUNCH OF “GEN-SENIOR: NYAYA, SWASTHYA, SAMMAN ANDOLAN” – SEEKING INTERVENTION FOR LAND JUSTICE, HEALTH DIGNITY AND SECURITY OF SENIOR CITIZENS OF ODISHA

With utmost respect and humility, I, Advocate Lokanath Mishra, MA, LLB, IRS (Retd.), Chief Adviser, AIPACBIC, on behalf of lakhs of senior citizens of Odisha, submit this representation seeking your kind and immediate intervention in a humanitarian crisis that has persisted for the last 70 years.

Odisha is aging with grace, but our governance systems are not aging with our elders. Today, most original landholders and litigants are above 70 years of age. For them, further delay in justice is denial of justice.

THE CORE ISSUES:

  1. NYAYA BHOOMI – LAND JUSTICE:
    Across Odisha, and acutely in Khurda and Puri districts, land records remain unsettled.
  • In the 1960s–80s, Govt. of Odisha leased “waste lands” in 16 mouzas of Bhubaneswar and 24 mouzas of Jatni to poor, landless people and war veterans of 1965 & 1971. Today these areas are part of the city with homes, schools and hospitals.
  • Despite clear directions of the Hon’ble High Court of Odisha, Patta is being granted on a selective basis to influential persons, while poor and senior citizens are denied.
  • The State is now considering filing SLPs in the Supreme Court selectively only to prolong litigation. For a 75-year-old citizen, this means another 10–15 years of waiting – a life sentence.
  • In Puri & Jatni, thousands of acres under “Marfatdar” status linked to Shri Jagannath Mahaprabhu and other temples remain unregularized, despite a uniform policy once adopted by the State.
  1. SWASTHYA – HEALTH DIGNITY:
    Senior citizens with chronic ailments are forced to stand for hours in Govt., Private and even AIIMS hospitals.
  • There are no exclusive Senior Citizen Counters in most hospitals.
  • CGHS Wellness Centres in Odisha are grossly inadequate. Pensioners from Balasore, Puri, Rourkela etc. must travel to Bhubaneswar for basic treatment.
  • There are no dedicated Geriatric Wards or annual health check-up camps in most districts.
  1. SAMMAN – SECURITY & RESPECT:
  • Police do not attend to senior citizen complaints on priority. There is no Senior Citizen Help Desk in police stations.
  • Major temples of Odisha including Shri Jagannath, Puri and Lingaraj, Bhubaneswar have no special darshan facility for senior citizens above 60 years.

OUR PRAYER:
In view of the above, we humbly request your kind intervention to direct:

  1. The Govt. of Odisha to issue a time-bound SOP for settlement of all 70-80 year old lease cases and to grant Patta based on legally issued Parcha without discrimination.
  2. Withdrawal of the proposal to file selective SLPs and to uniformly implement High Court judgments.
  3. Uniform regularization policy for Marfatdar lands and conversion of settled residential lands in BDA areas to “Gharabari” kisam.
  4. Establishment of exclusive Senior Citizen Counters in all Govt., Private Hospitals & AIIMS and opening of new CGHS Wellness Centres in Balasore, Puri, Rourkela and other major towns of Odisha.
  5. Priority police assistance and creation of Senior Citizen Help Desks in all police stations.
  6. Special darshan facilities for senior citizens in all major temples of Odisha.

ABOUT THE MOVEMENT:
To pursue these demands peacefully and constitutionally, senior citizens are launching “GEN-SENIOR: NYAYA, SWASTHYA, SAMMAN ANDOLAN” ;– a 100% digital, non-political campaign.
Gen = Generation | Senior = Our Elders | Nyaya = Justice | Swasthya = Health | Samman = Dignity

This is not against any Government. It is for the Constitution, for the rule of law, and for the dignity of those who built modern Odisha.

Hon’ble Madam, the elders of Odisha gave their youth to nation building. They now seek only Nyaya on Bhoomi, Swasthya in hospitals, and Samman in society before the end of their lives.

We earnestly request you to kindly direct the Govt. of Odisha and concerned Ministries of Govt. of India to take immediate action in this matter.
