Subject: Urgent intervention requested for non-implementation of CPGRAMS and online grievance redressal mechanism by Government of Odisha, causing grave hardship to common citizens
Respected Madam,
With utmost respect and faith in your leadership, I, Lokanath Mishra, Chief Adviser, AIPACBIC, beg to submit this representation on behalf of thousands of common citizens of Odisha who are being denied their basic right to grievance redressal.

- Background and objective of CPGRAMS:
Madam, the Centralized Public Grievance Redress and Monitoring System “CPGRAMS” was created by the Government of India with the noble objective of “Minimum Government – Maximum Governance”.
The purpose is:
a) To provide every citizen a transparent, time-bound and accountable online platform to raise grievances directly with the concerned department;
b) To ensure that no complaint is lost and every complaint receives an acknowledgment, tracking number, and a speaking disposal;
c) To bring governance closer to the people, especially the poor, elderly and those who cannot approach offices physically.
Hon’ble Prime Minister’s Office regularly monitors CPGRAMS and has issued clear guidelines that every grievance must be disposed within 30 days with a proper reply. CPGRAMS has proved to be one of the most effective tools of participatory democracy in the country.
- Ground reality in Odisha – Total non-implementation:
It is with deep pain that I state that the Government of Odisha has virtually failed to implement the spirit of CPGRAMS.
a) No action on CPGRAMS complaints: Common people are lodging genuine grievances on CPGRAMS portal relating to land, revenue, disaster relief, pension and public services. However, no meaningful action is being initiated on the basis of such complaints. Most complaints remain pending indefinitely or are closed with mechanical replies.
b) No communication to complainants: Even when a complaint is disposed, no intimation is issued to the complainant explaining what action has been taken and what was the result. Citizens are left in the dark and are forced to believe that their grievances have simply been ignored.
c) Silence of State Government: The Odisha Government is totally silent on complaints raised through CPGRAMS. There is no accountability, no monitoring, and no review at the departmental level.
d) Emails also ignored: Similarly, grievances and representations sent through official departmental emails are not attended to at all. No acknowledgment, no reply, and no resolution is provided. This has completely broken the trust of citizens in the online redressal system.
- Impact on citizens
Because of this, poor and middle-class families who approach CPGRAMS with hope are forced to run from office to office, spend money on litigation, and ultimately lose faith in the system. The very purpose for which CPGRAMS was created stands defeated in Odisha.
PRAYER
In view of the above, I most humbly and respectfully pray that Your Excellency may kindly:
- Direct the Government of Odisha to treat disposal of CPGRAMS grievances and emails as “Top Priority” and to ensure time-bound disposal with speaking replies to each complainant;
- Direct the Chief Secretary, Odisha to constitute a dedicated monitoring cell to review weekly pendency of CPGRAMS and to fix responsibility for delay;
- Issue necessary advisories to all departments of Government of Odisha to acknowledge every email grievance and to dispose it within the prescribed time limit;
- Direct that citizens should not be forced to approach courts simply because the executive has failed to redress grievances at the first level.
I am confident that under your kind and compassionate intervention, the people of Odisha will get justice and the CPGRAMS system will start functioning in true letter and spirit.
